Arcep, also known as the Autorité de Régulation des Communications Electroniques, des Postes et de la Distribution de la Presse, is a state-owned agency headquartered in France. France's telecom authority Arcep confirmed on April 3 that former SFR director Marie-Georges Boulay will join its executive board on May 1, 2026. The appointment, made by the president of the French senate, fills one of two seats on Arcep's seven-member executive board selected by the senate president. Boulay holds a postgraduate degree in Business Law and a PhD in International Business Law. Earlier on April 2, Arcep reported that France ended 2025 with 2.4 million SIM cards in 2G devices, a decrease from 2.8 million in Q2 2025. These SIMs constituted 1.8 percent of all active voice/text/data SIMs and 3.9 percent of the M2M installed base. Over the same period, SIMs in 2G-only and 3G/2G-only devices declined from 5.9 million to 5.2 million. Previously, on April 1, Arcep announced it held a public consultation in late 2025. This consultation focused on a draft assessment of the results achieved by the regulatory framework governing optical fibre (FttH) networks in France, in accordance with the European Electronic Communications Code, to evaluate progress against European goals.
