Arcep, also known as the Autorité de Régulation des Communications Electroniques, des Postes et de la Distribution de la Presse, is a state-owned agency headquartered in France. Founded in 1997, it operates with approximately 310 employees. Functioning as a government administration agency, Arcep is responsible for regulating telecommunications, postal services, and print media distribution within France, comparable to the United States' Federal Communications Commission (FCC).
On June 24, 2026, the French communications regulator Arcep defended regulation, facing consistent lobbying by the European telecom industry for less oversight. This follows Arcep's statement on June 23, 2026, titled "Regulating digital infrastructure to safeguard our freedoms," which emphasized the critical turning point of society's digital transformation and technology's integration into daily life. Earlier, on June 22, 2026, Chad's telecom regulator Arcep deployed a real-time monitoring tool to measure operator service quality. This rollout, prompted by a wave of persistent consumer complaints, signifies a tougher stance by authorities against poor network performance. The new platform enables Arcep to monitor data traffic, network performance, infrastructure failures, and spectrum usage in real time.
