Arcep, a French state-owned agency founded in 1997, employs approximately 310 people and is headquartered in France. Its primary function is the government administration and regulation of telecommunications, postal services, and print media distribution within the country. Arcep's role is comparable to that of the United States' Federal Communications Commission (FCC).
Arcep announced plans to monitor active 2G and 3G SIM cards quarterly, ahead of the scheduled network shutdowns in 2026 and 2029. Since 2020, Arcep has collected data from tech companies to track their environmental impact, publishing an annual “Achieving digital sustainability” survey. Mobile operators in France deployed 2G and 3G networks in the 1990s and 2000s, and announced plans to retire these networks between 2026 and 2029, starting in 2022. Arcep also published the results of its 2025 mobile quality-of-service audit for the Antilles and Guiana, allowing consumers and decision-makers to compare operators' performance.
