Green Rock Group UAE established operations in October 2024 in Ras Al Khaimah, outside Dubai, UAE. The company manufactures products from what it describes as certified plastic-free paperboard. A Packaging News visit to the facility noted the region's potential for sustainable packaging solutions and its relatively underdeveloped legislation and infrastructure in this area. In December 2024, a court ruling in Green Rock LLC v. Internal Revenue Serv. found that the IRS violated the Administrative Procedure Act (APA) due to its handling of Notice 2017-10. The court also determined that a regulation alone cannot override APA requirements. Following an 11th Circuit ruling this past summer in Green Rock LLC v. IRS, the IRS ended its defense of post-American Jobs Creation Act (AJCA) reportable transaction notices. Green Rock also announced its participation in an alliance aiming to eliminate the need for specialized recycling of paper cups and other packaging, advocating for genuinely recyclable food and drink packaging compatible with existing infrastructure.
