On June 9, 2026, Mata Press Service reported that Canada blocks many skilled immigrants from using their expertise upon arrival, with a new Institute for Canadian Citizenship (ICC) report calling for federal action to resolve a decades-old licensing impasse. This followed a June 5 report by the ICC, authored by Kareem El-Assal, which addressed Canada's healthcare crisis, noting that strict regulations create barriers for foreign medical professionals despite a long-standing shortage of doctors and nurses. Earlier, on June 4, the ICC report suggested Canada could significantly expand its workforce, including thousands of nurses and doctors, by removing barriers for internationally trained professionals. On June 2, the ICC highlighted that only 41% of internationally trained physicians and 37% of internationally trained nurses work in their fields, while 6.5 million Canadians lack a family doctor. The report proposed a federal Fair Licensing Act, which could add 16,000 doctors and 27,000 nurses to Canada's workforce by fixing credential barriers. ICC CEO Daniel Bernhard first released the report at a news conference in Ottawa on June 1, focusing on foreign qualification recognition and immigrant employment.
