Ministerio de Telecomunicaciones y Sociedad de la Informacion, also known as MINTEL, is a State Owned entity headquartered in Ecuador. Established in 2009, with approximately 370 employees, the ministry is responsible for the regulation, advancement, and oversight of telecommunications and the digital information society in Ecuador. It functions as the governing authority over national ICT infrastructure, radio-electric spectrum policies, and electronic government frameworks. Structurally tasked with bridging the country’s digital divide, MINTEL coordinates national connectivity initiatives, manages the state's digital education programs, and oversees public sector software procurement and technical viability certifications. The ministry acts as a central operational engine for Ecuador's digital public administration, supervising postal service operator compliance while orchestrating inter-institutional projects designed to integrate secure internet frameworks, electronic signatures, and e-government platforms into the nation’s socio-economic development pipeline.
