It functions as a digital terrestrial pay-television (DTT) operator, initially established as a joint venture between the Russian technology conglomerate GS Group (formerly General Satellite) and Cambodia's The Royal Group. One TV was Cambodia's first licensed DVB-T (Digital Video Broadcasting — Terrestrial) provider, offering a wide-scale subscription-based platform as part of the nation’s transition from analog to digital broadcasting. In 2016, The Royal Group acquired GS Group’s controlling stake, bringing the operator under full local ownership within its broader media and telecommunications ecosystem.
