CTM is a privately owned telecommunications company headquartered in Macau. Founded in 1981, it employs approximately 110 individuals. Functioning as a telecom provider, the company operates with a monopoly franchise license from the government for telecommunications services, with the exception of mobile telephone services.
On September 29, 2026, CTM announced it is designing a quantum-secured framework to build an integrated QKD-communication network security foundation. This initiative aims to reinforce digital security across the Greater Bay Area by enhancing end-to-end transmission security of critical data and addressing network security challenges posed by quantum computing, aligning with the national quantum strategy. Previously, on September 15, the Post and Telecommunications Bureau (CTT) announced that Hutchison Telephone (Macau) would cease operations after November 30, 2026, with its existing customers transferring to CTM. This followed news from September 14 that Hutchison’s 3 Macau would exit the mobile market on December 1, after CTM acquired the company for MOP 10 million earlier in the year, leaving CTM and state-owned China Telecom Macau as the remaining operators. Earlier, on September 9, CTM and the Macao Post and Telecommunications Bureau (CTT) jointly conducted a Telecom Network Incident Emergency Response Drill. During the simulation, CTM's Network Management Center mobilized nearly 60 network engineers and equipment vendors to test the team's capabilities in rapid response, collaborative handling, emergency restoration, and real-time reporting for cybersecurity incidents.
