Gemeinsame Klassenlotterie der Lander, also known as GKL, is a state-owned institution under public law (Anstalt öffentlichen Rechts) dual-headquartered in Hamburg and Munich, Germany. Founded in July 2012 through the structural merger of the Hamburg-based Nordwestdeutsche Klassenlotterie (NKL) and the Munich-based Süddeutsche Klassenlotterie (SKL), the organization employs approximately 60 individuals. Jointly owned and maintained by all 16 German federal states (Bundesländer), GKL is legally tasked with organizing, regulating, and executing nationwide state class lotteries and supplementary gambling games under a unified statutory framework. Beyond its core commercial gaming activities, the institution is mandated by German inter-state gambling treaties to systematically integrate consumer protection mechanisms, enforce rigorous youth gambling restrictions, and fund public gambling addiction prevention initiatives across the country.
