Gemeinsame Klassenlotterie der Lander, also known as GKL, is a state-owned German institution dual-headquartered in Hamburg and Munich, Germany. Founded in 2012, the organization operates with approximately 60 employees and reported $8.5M in revenue as of 2024. Functioning as an institution under public law (Anstalt öffentlichen Rechts), GKL is jointly owned and maintained by all 16 German federal states (Bundesländer). It was formed in July 2012 through the structural merger of the Hamburg-based Nordwestdeutsche Klassenlotterie (NKL) and the Munich-based Süddeutsche Klassenlotterie (SKL). The body is legally tasked with organizing, regulating, and executing nationwide state class lotteries and supplementary gambling games under a unified statutory framework. Beyond its core commercial gaming activities, GKL is mandated by German inter-state gambling treaties to integrate consumer protection mechanisms, enforce youth gambling restrictions, and fund public gambling addiction prevention initiatives across the country.
