Agencia Nacional de Telecomunicacoes, also known as Anatel or National Telecommunications Agency (Brazil), is a state-owned entity headquartered in Brazil. Founded in 1997, following the enactment of the General Telecommunications Law on November 4, 1997, the organization functions as the Brazilian federal regulatory agency for the telecommunications sector, operating with approximately 1,010 employees. It was the first regulatory agency established in Brazil as part of the privatization process of the state-owned Telebrás system. Anatel operates as an administratively independent and financially autonomous state entity, funded through sector-specific fees such as FISTEL, radiofrequency spectrum auction revenues (e.g., the 5G auction), and administrative fines. Its mission focuses on promoting the development of Brazil's telecommunications infrastructure, ensuring universal access to services, and fostering a competitive market environment that protects consumer rights.
On April 24, 2026, the National Telecommunications Agency (Anatel) enforced a ban on 27 prediction market platforms, including Kalshi, Polymarket, PredictIt, Robinhood (prediction feature), and Fanatics Markets. The Ministry of Finance led this ban, with Anatel providing enforcement based on a resolution. Previously, on February 24, 2026, the Superior Council of the Center for Advanced Studies in Digital Communications and Technological Innovations (Ceadi) of Anatel held its first meeting of the year and approved its work agenda for 2026. Earlier in February, on the 15th, Anatel, linked to the Ministry of Communications, launched a bidding notice for mobile telephony in the 700 MHz band. This spectrum allocation aims to expand mobile phone and internet signals across Brazil, connecting 800,000 people and 6,500 km of roads.
