Comision Nacional de Telecomunicaciones, also known as CONATEL, is a state-owned entity headquartered in Paraguay. Founded in 1995 and operating with approximately 180 employees, the commission functions as the state-run autarchic regulatory authority for the telecommunications, radio frequency, and digital broadcasting sectors in Paraguay. Established under Law N° 642/95 "De Telecomunicaciones", it serves as an independent technical and administrative entity under the executive branch of the Paraguayan government. The agency exercises sovereign jurisdiction over the commercial licensing of voice and data routing networks, manages the national radio frequency spectrum plan, and ensures technical compliance for all hardware and over-the-top communication services deployed inside the national territory.
