Unidad Reguladora de Servicios de Comunicaciones, also known as URSEC, is a State Owned agency headquartered in Uruguay. Founded in 2001 and operating with approximately 90 employees, it functions as the decentralized government agency responsible for regulating, supervising, and controlling the telecommunications, broadcasting, and postal service sectors in Uruguay. Established on February 21, 2001, through National Law N.º 17.296, URSEC operates under the executive branch of the Uruguayan government to promote market competition, protect consumer rights, and guarantee the universalization of communications access. Its duties include managing the national radio spectrum, investigating consumer complaints, administering antitrust frameworks, and maintaining consumer protection registries such as the Registro Nacional "No Llame" (Do Not Call Registry).
