In 2021, OneWeb signed the first multi-orbit broadband agreement with Intelsat. The agreement followed OneWeb's CEO's statement advocating for interoperability between GEO and LEO satellites. Five international satellite internet providers, including OneWeb, expressed interest in investing in Pakistan to provide high-speed broadband, particularly in underserved areas. However, Pakistan, like India, is experiencing delays in granting necessary permissions for these companies to begin services, a situation described as "bureaucratic limbo." Additionally, the Department of Telecommunications (DoT) in India disagrees with the sector regulator's proposed charges for satellite internet providers, including OneWeb.
